well teams can chain kill streaks (because if you are a good team you almost always have something up), now someone cant chain emps( teams could) unless the player goes on some massive scorestreak...

They do. They're designed to prevent garbage easy mode setups like this: Harrier, AC-130/CG, Nuke.
